India is having an influential and developmental space program. But, India is still lacking in space policy and legislative structure in space. In 2020, ISRO has produced a Spacecom Policy. ISRO has a history of huge influential scientists and mathematicians who played a major role in contributing to the establishment and development of it. History witnesses the hard path of advancement of ISRO struggling with their limited resources to stand on a global platform. ISRO always showed their brave side by launching their first satellite and reaching Mars with the lowest budget. 


Paraphrasing Dr Sivan, private sectors also must grow from zero just like ISRO has laid the roadmap from zero stage to now and ISRO shall provide the helping hand of technology and policy for their achievement in this field. The private entrepreneurs must do the Commercial missions, operational missions, services as well as technology development with the ISRO.

The policy includes guidelines for the private sectors mainly. ISRO is expecting private sectors as the partner in their missions. They shall equally take part in satellite-based broadcasting,  network connectivity,  and global mobile personal communication. Further guidelines are - 

  • Monitor and authorize the use of space assets from Indian territory.
  • Ensure protection of space assets.
  • Increase participation of commercial  Indian industry internationally.
  • Private sectors shall advance in the communication sector.
  • They shall expand in national territory as well as in international.
  • They shall focus on service-based satellites to provide advanced developmental services to the people.
  • No restrictions shall be imposed on providing facilities to the people, ground session setup, owning satellites.
  • Private industries can use the existing satellites of ISRO for their developmental stages

  • They can further develop their satellites with the help of these technologies and data.
  • The private sector shall also be liable for any damage done to any other object in the space with their space object.
  • The private sector can use the 48% of the space sector budget for the ground stations for the space crafts.
  • 45% of the space economy for the application of space technology as a commercial basis.
  • Private sector to do the Commercial missions, operational missions, provide services as well as technology development which shall help India to develop revenue for their future launches. This shall help the ISRO to advance their launches in the context of technology and fill up the loss of economy held during covid19 period.


India is having collaboration with Nasa namely NASA ISRO Synthetic Aperture Radar, which is a very costly satellite. ISRO has collaborations with France Space Agency for satellites named "Krishna'', Russian Space Agency for training astronauts, Gaganyaan program, Japanese Space Agency for Compiled collaboration for next Moon mission, Israel Space Agency for small thrusters for the small satellites. This policy wraps up a small share of space. It must be extended to the other spheres of space which is not directly related to the space realm. This work must be done by non-technical advisors, technical scientists and engineers. It must be cooperative work. A non-partisan advisory board must be set up for further proceedings regarding the policies on the various perspectives of space by the government which must include the government officials as well as the private representatives.

These policies shall help India to stand in the Global Space Communication Sector. The technology must be used by the experienced individuals or groups and it must be noted that it should not be used by any evil-minded groups. The high-resolution images or data was taken by the private sectors to do their work has a high risk of privacy. It must be ensured that the privacy of any individual or nation is not at risk. ISRO is still not capable of launching big satellites of their own. They take the help of the foreign countries and the opening up of the private sector may help the ISRO to become self-sufficient. The laws must be made in the commercial sector ensuring the correct use of the technology for the development of people only, not for individual purposes. The strategic part of the space must be bound with laws to provide a safe space. The private sector must produce technologies which are advanced as well as develop the livelihood of the people. It also must ensure the safety of the nation and people. Private sectors with technological and economical help from space. These shall lead India to become a global powerhouse in the globe and achieve technological advancement in the world. ISRO is looking for formulating more policies regarding the remote sensing, private space sector, Geospatial policy, policies for the usage of satellite for various development purposes.
